Based in Ireland, TCR was established with the aim of preserving and protecting the Traditional Cob as an 'age old' breed that is native to Ireland and the UK and to this aim TCR created one worldwide online community based register for the Traditional Cobs of Ireland and the UK.
Because there are different Traditional Cob breed types the breed name Traditional Cob is actually a generic name covering all Traditional Cob breed types. However, because TCR aims to preserve and protect the different Traditional Cob breed types TCR registers Traditional Cobs under the following names: -

Although TCR is in Ireland and therefore in the EU where there are EU regulated studbooks TCR does not operate an EU regulated studbook. Because TCR is an independent registry TCR could therefore freely establish an independent (non-EU regulated) worldwide online registration (breed and pedigree recording) service for the Traditional Cobs of Ireland and the UK. However, because TCR does not operate an EU regulated studbook TCR therefore cannot issue EU studbook ID passports.
In the EU
Although TCR cannot issue EU equine passports, where Traditional Cobs that are in the EU have non-studbook (basic) ID passports TCR can freely issue those Traditional Cobs registration book (books with a breed and pedigree record) to accompany their passports. The reason TCR can freely issue registration books (books with a breed and pedigree record) for those Traditional Cob is because although equine identification registration (having a passport for an equine) is a legal requirement in the EU (and the Traditional Cobs should therefore have passports) equine breed and pedigree registration (registering an equine in a studbook) is not a legal requirement in the EU (or anywhere) and it is therefore the owners' choice as to where (or even if) they want to the breed and pedigree of their Traditional Cobs registered.
Once Traditional Cobs in the EU have basic ID passports they can be registered online with TCR and TCR will issue them TCR registration books (a book with a breed and pedigree record) to accompany their basic ID passports.
Outside the EU
Because TCR registration books contains a Traditional Cob's microchip number as well as images of the Traditional Cob, where TCR registration books are issued for Traditional Cobs that are outside the EU or that that are being exported to outside the EU the TCR registration books can be used as for official identification purposes unless the Traditional Cobs are in a country or are being exported to a country where equine identification is regulated in a manner that would exclude TCR registration books used for official identification purposes.
