If you own a cob that is in the EU then because equine identification registration (having a passport for an equine) and ownership registration are an EU legal requirement, on the application for issue of the cob's legally required identification document (passport) you would be required to register your ownership of the cob.


If you buy a cob that is in the EU that already has an identification document (passport) then as the new owner of the cob you would be obliged to declare the change of ownership to the the issuing body that issued the cob's passport. Because equine ownership is regulated in the EU details of ownership shown on a passport could be regarded as conclusive evidence of ownership (at least within the EU).
